Fox found in London's Shard skyscraper

While most animals prefer a ground-level existence, it appears some foxes enjoy the high life. Animal control experts disapprove, as the BBC reports:

We explained to him that if foxes were meant to be 72 storeys off the ground, they would have evolved wings

Construction of the Shard is scheduled for completion before the 2012 Olympics. When finished, it will be the tallest building in the European Union.

I don’t see humans developing wings. Should they be 72 floors off the ground? Would it be okay if the fox was found just 71 floors off the ground?
